Perhaps he could do it with one brush, it was just (and obviously so) hard work, just as Omi could have fixed his problems as one person, though it would have taken some minor sacrifices. How can Omi be expected to do his time when he wasn't given any detergent, sponges, cloths, etc., and only in one hour? Perhaps Fung didn't expect Omi to actually make the cookware spotless and just did it to humiliate him. He's told to clean the cookware and make them spotless with a dry brush and no washing up supplies. I find it weird that Master Fung gives Omi a punishment task that is virtually impossible to complete. Fung was impressed that he mastered the Ring of the Nine Dragons, but he was angry he lost it to Jack. What's even weirder about this is that Master Fung expects him to make significant progress in only one hour. Surely if Master Fung wanted Omi to do the job properly, he would have given him actual washing up supplies. Clearly, there is no way that one dry brush could completely remove all of those stains. Why does Omi have to use a single brush to clean the dirty cookware? Master Fung says he wants them spotless. Even though he deserved the punishment, there's something about it that I don't get.
